Description
### Describe the bug
When creating a smaller rack (in this case 3x2), the miner states will overflow their table and look strange.
### Preconditions
Having a small created rack, such as 3x2.
### Steps to reproduce
1. Create a 3x2 rack,
2. Optionally add miners,
3. Go to the page for that rack,
4. To the right of the rack, the miner states will be squished and overflowing.
### Expected behavior
Ideally the rack image spacing should expand to ensure the min height for the states icons are met.
### Proto Fleet version
v0.2.7
### Environment
Browser: Firefox 151.0 (64-bit)
### Logs

Research direction
Start at the rack page and its rack/miner-state UI entry points, then reproduce the issue with a 3x2 rack in the browser. Inspect the layout around the rack image and miner states; done means the state icons remain readable and do not overflow or become squished on small racks.
