Dokka has been removed, but the publish action still attempts to use it

Remove the attempt as dokka does not use dependencies with good licenses.

Inspect the publish action configuration and the linked GitHub Actions run to locate the remaining Dokka invocation. Remove that attempt, then verify the publish workflow no longer tries to use Dokka and respects the stated license constraint.
