Skill picker in the composer

Motivation
Knowing a skill exists is not the same as remembering its exact command while writing a message.

Proposed solution
A chip in the composer that opens a searchable, categorised list of skills and inserts the command at the caret. It inserts rather than selects, so you can add more than one and type around them.
