[README] Proposal to add a Simplified Chinese translation

Hi maintainers,

I noticed that the current documentation is only available in English. I would like to contribute a Simplified Chinese translation to make the project more accessible to Chinese-speaking users.

I am planning to start by translating the following documentation:

[ARCHITECTURE.md]

Before I begin, I would like to confirm:

Are Chinese documentation contributions currently accepted?
Where should the translated documentation be placed?
Is there a preferred translation format or workflow?
Should the translation cover the entire documentation, or would it be better to start with a smaller section?
