[Bug] Codex or Claude Code access does not work if they are using azure deployments

**Describe the bug**
Cannot install/sign in to Codex or Claude Code if they are backed by Azure deployments.

**To Reproduce:**
*Steps to reproduce the behavior:*
1. Use azure deployment for Codex (codex config `~/.codex/config.toml` -> `model_provider = "azure"`)
2. Try onboarding to Buzz
3. Fail

**Expected behavior:**
Use Codex or Claude Code
