### Configuration
I am running on iPadOS 15.3 with Blink 14.0.7.434
### Describe the bug
Pressing Command-O doesn't switch keyboard input focus to another window. I have two windows opened (the second one opened using Command-Shift-T). When the second window is opened it doesn't receive keyboard focus (the cursor appears solid as if it should have focus). Now with two open windows, I am not able to switch between them using the Command-O shortcut. The second window's cursor changes but doesn't get focus. The focus remains on the active window. The active window's cursor changes to the hollow cursor but continues to be the focus of input.
