### Describe the bug

In the Chinese input state, when switching back to "blink" from another app, the first keystroke cannot trigger the Chinese input, and the second keystroke can only trigger. Such an experience is very bad, hope to solve this bug as soon as possible.

I want to enter "Hello" for the Chinese (nihao), but when switching back to blink, the first input always fails and he enters "ihao". So I had to delete the input for the first keystroke and re-enter "nihao".

Start by reproducing the reported Chinese input flow on Blink 14.0.5 with iPadOS 15.2: switch back to Blink and enter “nihao.” Trace the iPad text-input handling involved in returning to the app; done means the first keystroke is retained and the complete Chinese input is entered without retyping.
