### Describe the bug
While using Blink with the “Français (France)” keyboard, by default, `^]` is sent by pressing `Control` and `5` which is somehow weird and unexpected, as on a Mac using Terminal.app the key is sent using the correct keys.
I tried working around the issue by adding a Custom Press for `Control` and `$` (which is where the `]` is located on the Azerty layout) only to find out that this seems like the only key combination that cannot be registered on the “Add Press” screen (it behaves as if no key has been pressed).

Research direction
Reproduce the issue in Blink v14.0.3.370 on iOS 15.2 with the “Français (France)” keyboard. Trace the keyboard mapping and Add Press behavior for Control+5 and Control+$; done means ^] is sent using the expected keys and Control+$ can be registered as a custom press.
