Description
[Snakemake has handlers](https://snakemake.readthedocs.io/en/v7.19.1/snakefiles/rules.html#onstart-onsuccess-and-onerror-handlers) for `onstart`, `onsuccess` and `onerror` that we might be able to use to trigger a slurm job that evaluates progress and makes decisions about what to do next.
