Some items still have incorrect height in the menu bar

### Describe the bug

Items in the menu bar:
— File > Work Offline
— View > Toolbars > Menu Bar
— View > Toolbars > Bookmarks Toolbar > Always Show
— View > Toolbars > Bookmarks Toolbar > Only Show on New Tab
— View > Toolbars > Bookmarks Toolbar > Never Show
— View > Sidebar > (All items)
— View > Zoom > Zoom Text Only
— View > Page Style > No Style
— View > Page Style > Basic Page Style
— View > Full Screen
— Tools > Browser Tools > Web Developer Tools
— Tools > Browser Tools > Responsive Design Mode
— Tools > Browser Tools > Eyedropper

All these items are checkable items and still have incorrect height even with `userChrome.compatibility.os.win11` set to `true`.

NOTE: I'm thinking **menu bar** with File, Edit, View, History, Bookmarks, Tools and Help items! **I'm not thinking** the applications menu, nor the bookmarks menu.

Reproduce the listed File, View, and Tools menu-bar items on Windows 11 with userChrome.compatibility.os.win11 set to true, comparing their heights with other menu items. Done means the checkable items listed in the issue have the same height as neighboring menu items in both light and dark themes.
