Developer console in Dark mode causes main header to be Dark.

### Describe the bug

Opening the developer console when it is in Dark mode causes the tabs, adress bar, and bookmarks bar to be Dark instead of Light.

### Expected behavior

The main header shouldn't react to the developer console.

No file or test is named, so locate the styles controlling the main header, tabs, address bar, and bookmarks bar; done means the main header remains Light when the developer console is Dark.
