Symbols overlap in some menus

### Describe the bug

In some, but not all menus the symbols overlap with the text.

File, View, History and Bookmarks are correct, but in Edit, Tools and Help the symbols overlap with the text. They also overlap in the right click context menu of the site view and the tab bar. They don't overlap in the tool bar.

### Expected behavior

I would like it if the symbols wouldn't overlap.

Reproduce the overlap in Firefox on Linux using the photon-style distribution, checking the Edit, Tools, and Help menus, the site-view context menu, and the tab bar against the unaffected menus and toolbar. Trace the SCSS rules responsible for menu symbols and text, then verify that the symbols no longer overlap in each reported location.
