Blue Bar Above Active Tab Not Appearing

As title says. This blue bar appears to be not rendering on active tabs in firefox versions after 140.0.

Start by reproducing the missing active-tab blue bar in Firefox 144 on Windows 10 with Lepton's photon style and the light theme, then compare it with Firefox 137.2.
