Queue Tags and Auto Add New Notes does not work for Note Refactor

I am using Note Refactor to refactor the article, I want all the sub article also automatically add to the queue.

For the "Auto Add New Notes" function, it will only add the last sub article to the queue and for the Queue Tags it will not add any notes to the queue (Note Refactor has the template for the sub article, so I add the tags for each sub article).

No file, test, or entry point is named. Start by locating the implementations of Queue Tags and Auto Add New Notes, then reproduce the behavior with Note Refactor sub-articles and tagged templates. Done means every qualifying sub-article is added to the queue by both functions, rather than only the last one or none.
