[PM-33069] "Save passkey as new login" does not open menu to create new login item

### Steps To Reproduce

1. Navigate to a site where no items are saved in the Bitwarden vault
2. Create a passkey
3. Tap "Save passkey as new login"

### Expected Result

The menu to create a new login item is opened

### Actual Result

User is sent back to the website and no longer entry is created.

Pressing the "+" icon in the bottom right corner will create a new login item to save this passkey to.

Start by reproducing the passkey flow on an iPhone using the reported steps, then trace the "Save passkey as new login" action and the existing "+" button flow. Done means selecting the action opens the new-login menu and creates an item that can store the passkey.
