Inline dropdown doesn't show up

### Steps To Reproduce

1. Go to a URL with saved credentials

### Expected Result

I expect to see the number of the matched credentials on the extension icon
I expect to see the inline dropdown available
I expect to see available credentials in the bitwarden contextual menu

### Actual Result

If I click on the extension icon I can see the suggested credentials but:
The extension icon is not displaying the number of the matched credentials
The inline dropdown is not available
There are no credentials available in the Bitwarden contextual menu
