Description
### Steps To Reproduce
1. Go to to any existing login item or create a new one.
2. Enter "Edit" mode for that login item.
3. Scroll down to "Autofill options".
4. Add a new URI: "https://github.com/bitwarden/cli" (remark: it's just the current URI of GitHub here, shortened to the minimum URI length for me to trigger the flickering)
5. Move the mouse pointer to the gear icon of the respective URI (for match detection settings). - The pointer mustn't be in the center but in the area around the center of the gear icon.
### Expected Result
The popup text shows "Show match detection" + the URI.
### Actual Result
The popup text shows "Show match detection" + the URI, **but it flickers heavily**.

Even the 60 FPS don't show the flickering as it really occurs, but nonetheless a short video for the general idea:

### Additional Context
In the video I made the URI even longer as I described it in the "Steps To Reproduce". As stated there, for me the flickering gets triggered with a URI at least as long as "https://github.com/bitwarden/cli" - or longer.
