Description

### Steps To Reproduce

1. Launch Firefox.
2. Open the Bitwarden browser extension by clicking on its icon in the browser's toolbar.
3. Click on (Unlock with biometrics).

### Expected Result

The Windows Hello dialogue should appear in the foreground.

### Actual Result

The Windows Hello dialogue appears in the background, and you need to click on its icon in the Windows taskbar to bring it to the foreground and unlock the Bitwarden extension via Windows Hello.
