Description

### Origin

Native Application (non-browser app)

### Web URL or App name

FPL app https://play.google.com/store/apps/details?id=com.nee.fpl&hl=en_US

### Passkey Action

- [ ] Creating new passkey (Registration)
- [x] Signing in (Authentication)

### Build Information

A saved passkey is not working from the Android app to log into the FPL app. It works fine from the Chrome Browser extension to log into their site from the saved passkey, just not from the Bitwarden Android app.

### Additional Information

_No response_

### Issue Tracking Info

- [x] I understand that work is tracked outside of Github. A PR will be linked to this issue should one be opened to address it, but Bitwarden doesn't use fields like "assigned", "milestone", or "project" to track progress.

Research direction

No files or tests are named in the report. Start by reproducing sign-in with the saved passkey in the FPL Android app and compare it with the working Chrome extension flow; done means the saved passkey authenticates successfully from the Bitwarden Android app.
