[PM-37787] Bitwarde not prompted to save passkeys in Opera browser

### Steps To Reproduce

1. Open the Opera browser
2. Navigate to a website to create a passkey (https://www.passkeys.io/).
3. Attempt to create a passkey

### Expected Result

Bitwarden will prompt to save the passkey.

### Actual Result

The Google Password Manager prompts to save the passkey even when it is not enabled.
