Description

### Origin

Web (Browser)

### Web URL or App name

https://app.nhs.wales/login

### Passkey Action

- [x] Creating new passkey (Registration)
- [x] Signing in (Authentication)

### Build Information

Bitwarden App Version: 2026.11 (21176)
Device: Pixel 10 Pro XL
Android Version: 16

### Additional Information

N.B. this applies to both the website and NHS Wales app.

Steps to reproduce:
1) Login to NHS Wales with username and password and navigate to manage account
2) Select Add Passkey

Result:
- pop-up appears with options to use USB security key or Use another device
- Bitwarden is not an option

It is possible to create and use a passkey in Bitwarden when using desktop chrome with the Bitwarden extension.

Once the passkey has been created using desktop chrome, attempting to login from android (using chrome or the NHS Wales app) with a passkey produces the same result as above.

### Issue Tracking Info

- [x] I understand that work is tracked outside of Github. A PR will be linked to this issue should one be opened to address it, but Bitwarden doesn't use fields like "assigned", "milestone", or "project" to track progress.
