Description

### Steps To Reproduce

1. Go to certain sites, using the web view from Google Search bar or the Chrome or Chrome Beta app.
2. Click on a login form field
3. AutoFill does not display, and is also not in the quick complete on Gboard.

### Expected Result

AutoFill appears and is on Gboard auto complete.

### Actual Result

It doesn't.

Also happens in other apps, such as My Virgin Media where it directs you to a browser to login.
