Makefile:35: *** target pattern contains no '%'. Stop.

I'm having this issue running `mix deps.get` or `mix compile` for https://github.com/jmnda-dev/fleetms.

I've tried both 0.2 and 0.2.3 in mix.exs.

This has worked in a previous setup of fleetms.

My environment:
Apple M2 Max
macOS 14.7.1 (23H222)

Start by reproducing the failure with `mix deps.get` and `mix compile` on the reported macOS and Apple M2 environment, then inspect `Makefile:35` and the dependency versions in `mix.exs`. Done means both commands complete successfully without the target-pattern error; the issue does not identify a failing test or a confirmed cause.
