Navigating to default voting page launches 'create witness' modal

**Describe the bug**

When you navigate to the voting page it launches the 'create witness' modal, when it should not.

**To Reproduce**

Navigate to the voting page: https://bts.exchange/#/account/nft.artist/voting/witnesses

See the create witness modal launch.

**Expected behavior**

The modal does not launch.

Start at the voting route shown in the reproduction URL and trace the entry point that launches the create witness modal. Reproduce the navigation behavior, then verify that opening the default witnesses page leaves the modal closed while witness creation remains available when intentionally requested.
