Remove 'hide legacy proposals' toggle in worker proposal voting section

I've created a new worker proposal, it's not a legacy proposal, however this toggle is hiding my new worker proposal.

In order to show my new worker proposal you need to disable this toggle manually, then you can vote.

This has caused very limited visibility of my worker proposal.

Show all worker proposals, removing this toggle.

Show my non-legacy worker proposal, as it's not a legacy worker proposal.

**Describe alternatives you've considered**

Migrating to using the astro-ui app.

Would benefit future possible bitshares-ui worker proposals too - they too would be similarly hidden behind this toggle.

Perhaps rather than classifying this as a feature request it could also be considered a bug report of my non-legacy worker proposal being erroneously included in the toggle's capability to hide worker proposals from the user.

Start by locating the worker proposal voting section and trace how the “hide legacy proposals” toggle filters proposals. Verify how legacy status is determined and confirm that non-legacy worker proposals remain visible and votable when the toggle is present or removed. Done means all intended worker proposals are shown without requiring a manual toggle change.
