Include fee reference when creating new prediction market

When attempting to [create a prediction market](https://wallet.bitshares.org/#/prediction), no estimated fee is provided to the user.

Inform the user how much BTS is required to create the prediction market.

Create documentation external to this page which identifies the fee type for the user

Do nothing

**Additional context**

Depending on the length of the prediction asset name it could be quite a significant fee, so informing the user of the fee could avoid upsetting over spending on fees.

Start at the linked prediction-market page in the BitShares wallet and trace the flow that creates a market. Identify where the required BTS fee can be obtained and shown before submission; done means the user sees an estimated fee that reflects the prediction asset name length.
