'Create Lock' button tooltip incorrect

**Describe the bug**
The tooltip for the `create lock` button is the same as the save/reset buttons. It should have its' own tooltip contents.

**To Reproduce**
Go to voting page.
Hover cursor over the create lock button.

**Expected behavior**
Either no tooltip, or a relevant tooltip to the button that's being hovered over.

Start at the voting page and inspect the create lock button's hover behavior alongside the save/reset buttons. Confirm that the create lock button has no tooltip or displays tooltip text relevant to its action, then reproduce the hover check in Opera GX on Windows.
