Description

**Is your feature request related to a problem? Please describe.**
If I want to create a QR code to transfer funds from one account to another using the QR code, then I need to be logged into the bitshares wallet, at which point the QR code is negated unless you're logged in with a limited account of some sort, as you can just click send/submit instead of needing to use a key manager with the qr code.

**Describe the solution you'd like**
Rather than disable submitting forms when not logged in, offer an optional QR code to be scanned by an external key manager.

**Describe alternatives you've considered**
Logging in and saving the QR codes for later use.
Generating the QR codes without bitshares-ui

**Additional context**
For use with Bitshares beet wallet.

Research direction

No files, tests, or entry points are named. Start by locating the transfer form's logged-out submission behavior and the existing QR-code generation, then review how Beet wallet scanning is expected to consume the result. Done means transfer forms can optionally produce scannable QR codes without login while preserving the logged-in flow.
