Description
**Describe the bug**
When connected to a testnet API node, the faucet is still the mainnet one, thus unable to create accounts on testnet.
**To Reproduce**
Go to https://staging.bitshares.org/ , then follow the steps in the screenshots.
**Expected behavior**
If connected to a testnet API node, the faucet for testnet should be used.

Reproduce the issue at https://staging.bitshares.org/ while connected to a testnet API node, using the screenshots and browser console output as the starting evidence. Trace the faucet selection and network-switching entry points in the web app; done means the testnet faucet is selected for testnet connections and account creation works there without breaking mainnet behavior.
