Inoperable gateway withdrawals and deposits

**To Reproduce**
Steps to reproduce the behavior:
1. Go to staging. bitshares.org
2. Click on legacy withdrawal
3. Scroll through selection of gateways
4. See error in enclosed attachment

**Expected behavior**

- [ ] Functional gateways
- [ ] Error message or pop up to user citing;
1. Gateway error detected
2. Support directive to:
- Gateway
- UI development (via blue Report button)
