BitShares UI worker is inactive

Dear Contributors,

the [BitShares UI worker](https://www.bitshares.foundation/workers/2019-02-bitshares-ui) has been voted out for a bit now and is now [out of funds](https://workers.bitshares.foundation/201902-bitshares-ui).

This is affecting efforts being made for this worker, and development is effectively halted.

Please be aware that in case the worker does stay inactive, contributions might be as a volunteer until funding can be regained. In the case that there is funding we seek to reimburse all contributions that were done in the meantime.
