Allow user to opt-out on tooltips

Many of the tooltips used in the application are explaining items that many experienced users may already know about. These can at times be in the way and pop up in times it's not really wanted.

We should find a good way to enable the user to opt-out of these tooltips.

- Which ones do we require?
- Which ones are informational?
- How to form the settings for this option for the user.
