**Describe the bug**
Incorrect information about fee when create proposal
**To Reproduce**
Steps to reproduce the behavior:
1. Go to menu
2. Click on 'Send'
3. Click on 'Propose'
4. See the 'Regular Transaction Fee' for operation 'Transfer' (0.45468 BTS) instead ''Regular Transaction Fee' for operation 'Create proposal' (5.0 BTS)
**Expected behavior**
See the correct information about fee

Reproduce the issue through Send > Propose and compare the displayed fee for Transfer with the Create proposal fee. Review the context in related issue #1117 and trace the proposal fee display from that flow. Done means the interface shows the correct Create proposal fee instead of the regular transaction fee.
