[3.1.190618-rc1] Blockchain out of sync - no reconnect

**Describe the bug**
I get on a regular base disconnects, but the client doesn't realize this and has no intention to auto reconnect

**Expected behavior**
Auto reconnect in the background

Start by reading the linked Disconnect.log and reproducing the reported disconnect on the MX-Linux light client. Trace where the client detects blockchain connectivity loss and determine the observable reconnect behavior; done means a disconnected client reconnects in the background and returns to sync.
