Overview/Dashboard of referrals

After finalizing investigations into technical details in #2803 we want to create an overview for referrers.

This should include:
- list of accounts referred
- list of referred accounts that did LTM (needs ES)
- how much total rewards are being brought in (normal rewards, market fee sharing rewards)
- how much rewards are selected referred accounts bringing in (needs ES)
- plot of accounts created / rewards brought in over time (needs ES)

Precise definition and mockups to be followed.

Start by reading issue #2803 and the precise definition and mockups referenced here; no implementation files or tests are named. Confirm how the referral lists, rewards totals, and time plots should work, including the Elasticsearch-dependent views. Done means the dashboard matches the approved definition and mockups.
