[0.5] No balance update for Withdraw

**Describe the bug**
When I have every amount of one assets in open orders and cancel one order, I can't withdraw the asset

**To Reproduce**
Steps to reproduce the behavior:
1. Get a gateway coin
2. Put all coins in open order
3. Go to withdraw -> no withdraw option
4. Cancel open order
5. Still no withdraw option
6. reload page
4. Now I can withdraw asset

**Expected behavior**
Make asset available for withdraw after cancel order

**Desktop (please complete the following information):**
- OS: MX-Linux
- Bitshares.190424

Start by reproducing the withdrawal flow in the BitShares UI: place all gateway coins in an open order, cancel it, and check the withdraw view before and after reloading. Trace how the view receives balance updates after order cancellation; done means the asset becomes withdrawable without a page reload.
