Not enough information on allocated reserve fund spending

**Describe the solution you'd like**
Have information available on a chart how reserve funds are being spent

**Additional context**
Create a page for charts that split spending up into groups over each financial year and the previous years for comparison. Then users can see how much of reserve pool funds are being allocated to marketing, core development, infrastructure, UI, market making or efforts to improve market conditions, witnesses, etc.

Would also be good to see amount of fees collected being added back into the reserve pool.

Start by locating the existing reserve-fund and fee data entry points in the UI, along with any existing chart pages or components. Define the page around spending groups by financial year with prior-year comparisons, and include fees collected back into the reserve pool; done means these values are displayed clearly for users.
