Price alert enhancement - Add audible/visual alert

**Is your feature request related to a problem? Please describe.**
The current price alert feature is a great addition, however it it could be enhanced (see other reported issues).
- Currently, a user has to be logged in to their account to see an alert trigger.
- Currently, the user does not have an audible alert nor can they see the current alert if they navigate away from the browser (web) minimize the local client, AFK, or if the account auto-locks. The user will not see the alert until they log back in.

Audible and visual price alerts regardless of being logged in, navigating away from the page or minimized, or auto-locked account.

**Describe alternatives you've considered**
- Tradingview enhancements (see reported issues).
- Rebuild the Exchange chart.

- Accessibility features should be enhanced for members in need - Prosperity for all.
