[1] hambuger Menu Signed Messages - Missing tooltips

Missing tooltips to guide the user and for a better user experience.

**To Reproduce**
Steps to reproduce the behavior:
1. Go the Hambuger Menu
2. Click on Signed Messages
3. Hover over the Signed Messages page
4. See error - no tooltips

**Expected behavior**
Tooltips to guide the user for a better user experience.

**Desktop :**
- OS: Windows 8.1
- Browser Brave Version 0.25.2 V8 6.9.427.23 OS Release 6.3.9600
- Version 2.190207-rc3

Could or should memo's from Barter Proposals appear here without having to approve the proposal first?
