On-chain trollbox

We had a trollbox in the UI a while back, and I just want to persist discussion on it future reference.
Externally included trollbox was discarded due to spam and maintenance effort #281

On-chain trollbox that uses transfers to a predefined account whose private memo key is hardcoded in the UI. I remember we had a discussion on it somewhere, but couldnt find it. This issue is to collect opinions and have the discussion future-proof.

Benefits:
- No outside plugin or dependency necessary
- Shows capabilities of the chain
- Collects network from active chatters (must be displayed to the user prominently of course)
- Easy to implement
- Cost might prevent Spam

Downside:
- Delay of couple seconds in the chatting
- Cost per message
- Might not get adopted due to cost per message

No file, test, or entry point is named; begin by reviewing the existing UI discussion and issue #281 for the prior trollbox implementation. This issue is currently collecting opinions rather than defining an implementation, so the scope and completion criteria need to be settled before coding can begin.
