Fighting voter apathy

Voting should be highlighted in the UI. This issue is means to create a component that shows prominently
- upcoming worker proposals
- highlighting new proposals

Furthermore, maybe via a expandable list
- currently active worker proposals

User should be able to mark proposals as "seen" (setting stored locally), which removes them from the new proposals highlighted list.

A quick link/overview can be added in the footer or on the landing page.

Start by reviewing the existing landing page and footer to decide where the voting overview belongs. Define the component layout for upcoming, new, and active worker proposals, including local "seen" state. Done means the chosen integration is implemented and users can mark proposals as seen so they leave the highlighted list.
