Add Whitelist/Blacklist authority setting for Asset Actions

An asset can have a whitelist and blacklist authority. The UI needs to support setting / removing it, to be included in Asset actions.

Start at the Asset actions UI entry point and inspect how existing asset authority settings are displayed and changed. Done means the UI supports both setting and removing whitelist and blacklist authority for an asset, with the changes included in Asset actions.
