Bitshares proposals fail to broadcast due to package dependency issue

**Describe the bug**

**To Reproduce**

Create a proposal operation, within the astro-ui this can be done by creating any operation, getting to the deeplink dialog component and selecting the proposal tab.

**Expected behavior**

The proposal operation broadcasts to the bitshares blockchain via the bitshares beet multiwallet.
