Description
Currently CI skips Firefox testing on Linux because the Trusty CI build is needed to test Chrome Headless. Firefox should be made to work on Trusty. I believe this can be accomplished by adding more obscure flags or leveraging a new launcher library inside of launchpad similar to `chrome-launcher-4`.

Research direction
Start by locating the CI configuration that skips Firefox testing on Linux and the Firefox launcher entry point in launchpad. Compare the Trusty setup with the existing Chrome Headless path and investigate the suggested launcher-library approach. Done means Firefox launches successfully on Trusty and its Linux CI tests run instead of being skipped.
