and

> Where are design issues and discussions tracked?

I think we need to isolate problems associated with having **too** many places where conversations happen.

Search the checklist for the two quoted questions and read the surrounding guidance about design issues and discussions. Update the wording to address both public tracking and the problem of conversations being spread across too many places, then verify the revised checklist text is consistent.
