New services are marked "Approved by default" but it is not very obvious

Notice the screenshot below, and the checkbox is not clicked (this is the default).

This screenshot shows the default moderation rules, where items are public by default.

So the problem is inconsistency in the UI. There are two possible solutions:
1. The checkbox in creating a new service is checked if the "global" moderation rules for the hub are set to public.
2. All content for a hub is, by default, private, and the moderation rules in the client, and database default values are changed to reflect this.

I am in favor or the second option.
