option to provide deployment annotations in helm chart

Currently there's option to pass annotations for pods, service & ingress but not the the deployment, it would be helpful to have annotations for sealed secrets controller deployment

Start by locating the Helm chart templates and existing options for pod, service, and ingress annotations. Add the corresponding option for the sealed-secrets controller deployment and verify that the generated deployment includes those annotations.
