Release Android library through GitHub CI workflow

The Python and Swift libraries are released through CI workflows and it's honestly great. The current setup for bdk-android is not hard to work with per se, but does require more local work by a dev than is really necessary, adding friction to the release process. A one-click release would be simpler and less reliant on a single developer.
