Better versioning and networks should check warnet version

Bumping the test framework to 30 in https://github.com/bitcoin-dev-project/warnet/pull/758 breaks almost every scenario in Galen Erso and should be considered a major version bump. So I think its time to be more responsible with version numbers and also include logic to check what warnet version is running before starting a scenario
