feature: Allow nodes to restart with different setting without destroying the deployment

It'd be really useful, especially for big setups, if there were an option to restart all nodes with a fresh set of settings without needing to destroy the deployment and re-deploy.

In my specific case, running networks with up to 500 nodes and using Loki, I need to replicate the exact same network conditions but restart the nodes with different settings (e.g. enable/dissable Erlay).
